Education Board – Westminster Kingsway College
Terms of Reference
Each college or partner within the CCCG Group (the Group) serves a distinct part of London with varying economic needs and challenges. Whilst ultimate authority rests with the Group’s Board, one of the key principles of CCCG is to delegate responsibility to the most appropriate level and with this in mind college education boards have been established to ensure that issues which are particular to a college are overseen in an appropriate and rigorous manner.
The College Education Board shall consist of up to 10 members (this can be more at the discretion of the Chair), two of whom must be independent members of the Group’s Board and one of whom will chair the College Education Board. The membership must include one student member, one staff member and the College Principal.
The Group’s Director of Performance and Quality will also be in attendance.
Members of the College’s senior leadership/management team will be invited to be in attendance for the purpose of answering questions from members, as deemed appropriate.
The Director of Governance and/or Governance Officer shall be in attendance and be responsible for:
- advising the College Board on matters in relation to governance and other associated regulations;
- taking or overseeing the taking of minutes of the meetings.
The College Education Board shall normally meet four times per year. An additional annual workshop may be organised in order to ensure that members are inducted and fully informed about their responsibilities, and the strategic priorities for the College.
The quorum for meetings of the College Education Board shall be 40% of members, one of which must be a board member of the Group.
Members are required to disclose any interest or conflict of interest they have in any matter being considered at any meeting at the earliest opportunity and before the item is considered. A member should withdraw from this part of the meeting if the interest could be perceived as being likely to interfere with the exercise of a member’s independent judgment and if required to do so by a majority of those members present, and must not vote on the matter.
The purpose of the College Education Board is to:
- monitor and scrutinise the quality of teaching, learning and assessment, and ensure that sufficiently robust improvement plans are in place to address areas of weakness.
- provide advice and oversight with respect to the education and skills strategy of the College, including ensuring that the College’s curriculum offer meets the needs of its local stakeholders;
- ensure that the student experience is of a high quality;
- monitor that the College has effective safeguarding policies and procedures in place to ensure the well-being of its students.
The Role of the College Education Board
The role of the College Education Board is as follows:-
- To ensure that the views of local stakeholders, including employers, inform the design and delivery of the college’s curriculum and approach to teaching and learning;
- To consider, review, advise on and make recommendations to the Group Board regarding the college’s curriculum and operational plan;
- To provide advice and be consulted on new or revised curriculum initiatives or changes and to make recommendations to the Group Board on major curriculum and quality developments at college level;
- To report to the Group Board on the achievement of the college curriculum and operational plans;
- To review reports of inspections (and other quality assessments) and to monitor the implementation of action and improvement plans; in particular to consider:
- College Self-Assessment
- Teaching and Learning Reviews
- Quality Improvement Plans;
- Monitor the curriculum and quality risks facing the College and allow these to inform the nature and level of the College Education Board’s scrutiny. If deemed appropriate, risks and recommended actions to mitigate them will be reported to the Group Board;
- To monitor student satisfaction reports and the annual student complaints report with reference to the College and oversee the associated improvement strategies;
- To have oversight of student safeguarding and to receive reports which confirm that effective arrangements are in place;
- To receive relevant reports from the Student Union;
- To monitor staff engagement and satisfaction;
- To monitor equality of opportunity with respect to staff and students;
- To receive reports on Government and other national initiatives related to curriculum and skills, quality and student engagement and consider the college’s strategies/responses;
- To advise and make reports and recommendations to the Board covering any matters related to the College Education Board’s role.
- The College Education Board is to report on its activities to the Group Board, at least once per term.
The College Education Board has no delegated financial powers.
